      We should make this change; see reciprocal request at https://jira.hl7.org/browse/FHIR-32338 – both are asking for this content to move from Bulk spec to SMART spec. Agreed this will provide a better home for backend services authorization (including the mechanism for asymmetric client authentication, which SMARTv2 relies on).

      Description

      The Bulk Data specification has an device-2-device authorization specification that is more closely related to SoF than bulk data and should be added the SmartOnFhir specificaiton.
