      Clarify what this section means when read by provider:

      1) replace 'non-repudiation'  with "ability to validate the authorship of the information"

      2) explain that if information cannot be reliable attributed to a provider then payers can not use the data because it must to be attribute to a provider.

      3) define "attribution" =  identify who is making the assertion and that the payer needs to know who ( provider ) is responsible for the clinical event  ( for example an observation, diagnosis, order )
