Can't query Lists that are CoveragePlan Profiles

      We will be looking at InsurancePlan or possibly cataloging capability that O&O is working on with the Composition resource.

      For the STU Update.

      The List resource has a code element defined as “This code defines the purpose of the list - why it was created.”. Have List.code set to DRUGPOL from http://terminology.hl7.org/CodeSystem/v3-ActCode.  DRUGPOL defined as "A health insurance policy that covers benefits for prescription drugs, pharmaceuticals, and supplies".

      This will allow queries for <fhir-base>/List?code=DRUGPOL

    Description

      Current IG does not require search by _profile so there is no way to query all List instances that conform to Formulary CoveragePlan profiles.

      Suggest defining List.code binding (currently bound to example VS) and adding the search parameter 'code'.  This would enable querying for CoveragePlans using:
      <fhir-base>/List?code=<coverage-plan-code>.
