We will add the LOINC code system to the current US Core Procedure value set. We will also add a usage note to indicate that only LOINC codes that reflect actual procedures should be used.

Description

The C-CDA 2.1 Procedure Activity Procedure (V2) template allows the LOINC code system to be used for procedures. So for consistency we should also add LOINC to the USCoreProcedureCodes value set. In order to support C-CDA on FHIR it should be possible to use all of the same code systems.
