The current $evaluate-measure and $care-gaps operations assume that the evaluation should be performed on data residing in the server being accessed. The CPG $cql and Library/$evaluate operations define several parameters that support different options for providing data and/or endpoints for the evaluation as part of the operation request:

• http://hl7.org/fhir/uv/cpg/OperationDefinition-cpg-library-evaluate.html

Consider expanding the $evaluate-measure and $care-gaps operations to support the same set of parameters to allow the operations to be performed on data and/or endpoints provided as part of the operation request.
