Align MedMorph and eCR elements to the following:

      • ext-receiverAddress is 1..1 - should this be 0..1 - this isn't included in the eCR version (will consider including it in eCR, but possibly should be 0..1)
        • change to 0..1
      • check and align: Medmorph: type is 1..1, eCR 0..1 (think MedMorph is correct)
        • type should be 1..1
      • check and align: MedMorph: type is variable, eCR: type is fixed to workflow-definition
        • type should be fixed to workflow-definition
      • check and align: Medmorph: subject is constrained 0..1 to Reference(Group) - eCR: subject isn't constrained
        • subject shouldn't be constrained to group - should be 0..1 with no type set
      • check and align: MedMorph: date not constrained, eCR date is 1..1
        • should be 1..1 - also update language to "date last changed"
      • check and align: MedMorph: effectivePeriod.start not constrained, eCR effectivePeriod.start 1..1
        • effectivePeriod.start should be 1..1 - also update language used
      • check and align: MedMorph: action constrained, eCR not constrained
        • keep constraint and note that the constraints are intended to apply to the nested constraints

    Description

      US Public Health PlanDefinition
      Alignment with eCR:

      • Various elements are not aligned with Must Support - align (basically add where Must Support is missing for consistency (e.g. version))
      • ext-receiverAddress is 1..1 - should this be 0..1 - this isn't included in the eCR version (will consider including it in eCR, but possibly should be 0..1)
      • check and align: Medmorph: type is 1..1, eCR 0..1 (think MedMorph is correct)

      • check and align: Medmorph: subject is constrained 0..1 to Reference(Group) - eCR: subject isn't constrained
