This link is part of generated text that's displayed on a MessageDefinition resource page, and it references the canonical URL of the response's MessageDefinition. It returns a 404 error now because the balloted guide is published with a root url of fhir/us/specialty-rx/2021JAN, and the IG's resource.text generation doesn't adjust for that.

A target page matching the canonical URL will exist once the IG is published and the "2021JAN/" segment is removed, so no change to the IG is needed.
