In the case of a websocket connection dropping and being re-established, can the previous token be used?

Currently, there is guidance on this.

• We could indicate that tokens are single use.
• We could indicate that tokens should be valid until their expiration.
• We could indicate that it is up to the implmementer (e.g., server preference).
