Why are URL extensions not URLs?

    Description

      There are several extensions referenced here that indicate in their name and description that they're expected to be URLs.  However, the data type is 'string'.  FHIR has a URL data type which would enforce that the data source is actually sending a URL (and a syntactically valid URL).  The URL type should be used if the intention is that the data actually be a URL.
