      This item was originally as a duplicate of FHIR-30345 which was disposed and applied. However for some reason Jira did not update its resolution along with FHIR-30345.  And so we will vote on it separately to close it out.

    Description

      The same AllergyIntolerance.code should not be used for “no known allergies” (patient asked) and the situation where it is unknown if the patient has allergies or not (patient not asked), even if different verificationStatus values are used. If the patient has not been asked about allergies, then a different AllergyIntolerance.code should be used (e.g., SNOMED code 1631000175102 – “Patient not asked”, or alternatively, requesting a new code from SNOMED for this situation). The risk of not checking or misinterpreting the verificationStatus is too big and may cause patient harm.
