The Public Health Authority Capability statement contains client context constraints for creating Reporting and Content bundles as well as MessageHeader resources.   I do not see where is the specification that requires a PHA to support these activities.  A PHA may generate a FHIR Message bundle in response to receiving a Reporting Bundle but the interaction would be for it to send that bundle via FHIR Messaging $process-message operation and not via RESTful api methods.  These constraints should be removed
