What tool if any was used to create the measures? Looks like they were created manually. I suggest creating measures using the Measure Authoring Tool (MAT) if possible so that SANER measures are consistent with other measures used in HIT. If there is a technical reason why the MAT will not work with SANER measures, suggest working with the MAT authors to resolve the issue(s).
