In the tree, when evaluating CRD, the question "is data pre-existing" comes before CDS-Hooks is presented as an option.  With decision support, the data being returned typically wasn't pre-existing, however CDS hooks needs to be in the mix.  So need to move where CDS-hooks appears to be in that path.
