    Description

      Several profiles build on http://hl7.org/fhir/us/cqfmeasures/StructureDefinition/measure-cqfm but that profile restricts meta.profile to 1..1 cardinality.  This makes it impossible to declare two or more profiles as applicable.  For example, it may be appropriate to expose a Measure resource that conforms to both http://hl7.org/fhir/us/cqfmeasures/StructureDefinition/publishable-measure-cqfm and http://build.fhir.org/ig/HL7/cqf-measures/StructureDefinition-proportion-measure-cqfm.html

       

      Suggest changing cardinality of Measure.meta.profile to 1..*

      Also provide an example of a Publishable Proportion measure.
