Add to documentation a new paragraph that says, "Note - the type of this parameter is a string with a search type of token so that the coding value can be provided as part of a URL and the operation can be invoked using GET."

Also add an example illustrating the GET with an encoded topic parameter.

For http://hl7\.org/fhir/us/davinci-deqm/2020Sep/OperationDefinition-care-gaps\.html, How does "topic" as a string point a ValueSet *or* specific concept within a ValueSet? How do you parse it unambiguously? In FHIR "code" datatype, a URL can be a valid code\.\.\. so how to tell a concept from a code?
