In the human intervention secion starts with a potential for human intervention and then proceeds to only address where human intervention is needed. This decision tree is insufficient to address the need for non-human intervention based flows where FHIR APIs are not directly accessed as the data is distributed, not available through FHIR APIs, but can be automatically gathered and returned.
