    Description

      In the human intervention secion starts with a potential for human intervention and then proceeds to only address where human intervention is needed. This decision tree is insufficient to address the need for non-human intervention based flows where FHIR APIs are not directly accessed as the data is distributed, not available through FHIR APIs, but can be automatically gathered and returned. This decision tree is trying to shoe horn everything in two buckets where three buckets are necessary. See the CDex discussions that still need to be applied to this.
