      Update CDS Hooks specification to permit next-page links / pagination in prefetch, and clarify that the intent of allowing pagination is to ensure that prefetch queries that may be too large for a single payload can still be retrieved by the service, and that the decision to paginate and the size of pages is entirely at the server's discretion.

    Description

      Alternatively, we could specify that next links are allowed if the CDS Service is able to retrieve them. The full url is in the link so in theory, they do not require FHIR server access – only authentication – for which we have a token. If this is supported, a CDS Service call with an access-token and without a fhirserverUrl must be supported.

      Existing Wording:

      Note that the reason prefetch results are not allowed to include next page links is that if the prefetched data contains just a single page of data, the CDS Service has no means to retrieve the subsequent pages of data. Consider, for example, a CDS Hooks implementation that does not expose a FHIR server.
