Goal element is needed with Activity when using reference at the same level a activity refrence/progess/outocomeRef and outcome codable concept

    Description

      There is no place to assert or relate a goal with the Care Plan activity unless using CarePlan.activity.detail. If you want a more automated CarePlan we need to have a Goal within the context of a set of related activities. Even IF one can reference an entire Care Plan in the referenced Resource.

      One could place the Goal in activity.outcome.reference BUT a goal is NOT an Activity.OutcomeReference (Details of the outcome or action resulting from the activity)

      – but currently only place to put an activity specific goal. Need: activity.goal in addition activity.detail.goal since can’t use it if referencing a resource.

      We realize that with Goal one can refer back to the item the goal addresses. But without the Goal ALSO within the context of the Activity, the Care Planning process does not seem to be represented in the Care Plan
