    Description

      As USCDI does not require the author, nor does C-CDA, we suggest to align FHIR US Core with USCDI and C-CDA [Dale: double check C-CDA reference for accuracy].  This would also help address challenges raised in [JIRA-25] considering that the US Core use of .agent for author is not in line with the FHIR Core code system definition of author.
