As discussed in https://chat.fhir.org/#narrow/stream/179177-conformance/topic/careteam.20lifecycle I suggest adding yet another bullet to the intro section of careteam that covers the case where the careteams are of a more static nature, eg:

• a group of clinicians that work together on multiple patients where the subject recieving care is focused in a related EpisodeOfCare resource.
