    Description

      The "Each must have:" part of Section 11.19.1.1 includes the following:

      Reference to detected issue for a measure using the DEQM Gaps In Care DetectedIssue Profile

      But section.entry is 0..* with a Must Support flag. DetectedIssue is probably better off in the following "Each should have (Must Support):" section in 11.19.1.1
