ServiceRequest relation to ActivityDefinition and PlanDefinition is ambigue

      Motion to update the comment on ServiceRequest.instantiatesCanonical to read 

      "The PlanDefinition resource is used to describe series, sequences, or groups of actions to be taken, while the ActivityDefinition resource is used to define each specific step or activity to be performed." 

      Also a link to the Boundaries and Relationships for PlanDefinition will be included. 

      The suggested update to replace instantiate[x] with a data element or extension with something like "toFollow" will be done through a separate Jira and may not happen as part of R5.

    Description

      ServiceRequest.instantiatesCanonical points to a ActivityDefinition (AD) and/or PlanDefinition (PD).

      The description states:

      The URL pointing to a FHIR-defined protocol, guideline, order-set or other definition that is adhered to in whole or in part by this ServiceRequest.

       

       

      A ServiceRequest can the result of applying a ActivityDefinition (in a PlanDefinition). The ServiceRequest can also state that it has to be performed according to a ActivityDefinition and/or ServiceRequest.

      It is not clear how to distinguish between the two usages.

       

      A similar pattern exists in other request resources that are the result of applying a AD (and if not, they should) (http://hl7.org/fhir/valueset-request-resource-types.html). The same ambiguity is present there as well.
