The package specification lives at https://confluence.hl7.org/display/FHIR/NPM+Package+Specification. It's based on NPM but we've extended it a little to do some FHIR specific things, such as FHIR version. 

This is a request to extend the specification to include the applicable jurisdiction in the package as well. For packages that represent IGs (a subset of all packages), this would need to match the jurisdiction in the IG resource in the package. 

Propose to add "jurisdiction" : "{system}#{code}"
