The Goal resource has a data element: Goal.expressedBy, which is used to represent "whose goal this is" (i.e. who has identified a particular goal that needs to be addressed).
However, there is a need for a new data element to represent the parties who have agreed to and sign off on a particular goal.
At the 2020-08-05 care plan conference call, it was agreed that the Goal.expressedBy is not the correct data element to represent this requirement.
A new data element is required.
Proposal: to add a new data element to convey the semantics that a particular expressed goal has been accepted/agreed by different parties who may have negotiated and agree up a particular expressed goal.
The value set includes: all listed members for the Goal.expressed data element
