In the Organization profile, the relevant children of Organization.address are clearly marked as mustSupport (or not).  However, the same isn't done for Organization.telecom.  It seems unlikely that the intention is that all components are mustSupport, but surely at least Organization.telecom.value should be.  Propose explicitly marking Organization.telecom.system and value as mustSupport.
