      Agree that the term "adjudicate" is encompassing of all of the criteria listed below this statement, which includes: Authorization, filtering, transformation, and Provenance requirements,
      Will change to: "The IG describes how an Access Control System can use security labels to adjudicate responses to person- or population-based queries and pushed disclosures that meets the following criteria." But note that the use of the term "filter" is explained in the criteria, and it is not about sorting: "Filtering Requirements specifying, at a more fine-grained level, what resources will appear in the response to a request to access personal or population-level FHIR resources. This includes approaches to filtering for the minimum necessary information based on policy."

    Description

      Consider changing "filter" to "adjudicate". "adjudicate" implies the responding access control system will make an access control decision. Filtering implies that the system will provide all responses to queries and then sort them according to a selected criterion.
