Value sets other than Confidentiality codes can have additional codes added. These need to be requested through the HL7 Unified Terminology Governance (UTG) process and be approved by the HL7 community. This does not prevent trading partners from using local codes, but it is recommended that local codes be made standard to ensure interoperability.
