IANA registration process resulted in the dots (.) being changed to dashes ( - ) in the media types, so the proposed resolution is now:

Add media types to the FHIR mime type expansion for:
text/cql-identifier
text/cql-expression

In addition, remove the expression-values code system (already done) and change the existing value set to draw all the relevant codes from the mime type code system.

Description

The CQL May ballot introduced the text/cql.identifier media type specifically to support the typical use of Expression elements in Measure and PlanDefinition to refer to the name of a definition in a library, rather than a general CQL expression:

This new media type should be added to the ExpressionLanguage value set:

http://build.fhir.org/valueset-expression-language.html

However, discussion on applying this change to the validator revealed that the ExpressionLanguage codesystem:

http://build.fhir.org/codesystem-expression-language.html

Should be deprecated, the value set should be constructed by referencing codes from the existing code system of bcp 13 codes.
