The FHIR validation engine reported the following warning

MeasureReport/indv-measurereport01: MeasureReport.group[0].population[0] (l71/c10) warning Count should be present for reports where type is not ''subject-list''

The validator is ahead of what is stated in the specification in this case and the trackers: FHIR-27809 and FHIR-26681 address this issue but not yet applied.

Proposal is to address the issue pro-actively by adding MeasureReport.group.population.count as 0..1 Must Support for individual report profile.
