    Description

      We want to make sure physicians are not going to be expected to manually enter null values if no information is available. The assumption should be that it’s automated. Suggest: “The assumption is that system implementers will, wherever possible, automate the population of missing values without requiring--but providing the option for--manual entry.”

      Existing Wording:

      If the information does not exist and the cardinality of the element is >= 1..*, the Sender SHALL   send the reason for the missing information using values (such as nullFlavors ) from the value set where they exist or use the dataAbsentReason extension\.
