In lieu of sending the name of the error'd event, as part of the resolution of ~~FHIR-25853~~ the unique identifier of the event is sent as part of the syncerror event.

When a message cannot be delivered or when a client cannot process a event, a syncerror is send.

Which subscribers receive the syncerror - all or just those that where subscribed to the original event?

In the latter case, the event-name of the original event should be added to the syncerror context to ease filtering in the hub.
