      While the rule does state the use of the CMS QRDA implementation guide, this guide will still use HL7 QRDA as the base specification, so we do not agree that this represents a move away from standards.

    Description

      The final ONC/CMS rules also have replaced the HL7 QRDA IGs with CMS-specific QRDA specifications. So even CMS is not planning on using FHIR for quality reporting. This replacement is a movement from using HL7 stds back to CMS specifications, which is the opposite of the stated trend.
