      The FHIR framework provides a well-established and flexible mechanism for defining additional constraint-based definitions and data concepts, as well as a process for achieving consensus  for inclusion  in implementation guidance. The consensus based process allows for new concepts to be promoted up to base specifications where appropriate.

    Description

      What exactly do you refer to? How are these levels of exchange defined? Are these architectural levels, for example the FHIR resource layers? What is exactly to be exchanged? Are these the levels specified in the Figure on page 14? Then it could be beneficial to refer to it right away or even to introduce it first.

      In this sense stating: "The diagram below illustrates this landscape:" is less clear than saying: "Consider the design levels on the Figure below.
