Is the concept of categorizing IGs for model, semantic, or specification purposes described by HL7/FHIR elsewhere? If so, can that language be referenced or incorporated into this white paper? Providing more detail about IGs that are built for semantic interoperability or conformance is particularly important, because it will help to address existing industry concerns about semantic interoperability and the degree to which FHIR is practical across a wide range of different use cases.
