Description
To help make the case that FHIR is a helpful tool, build out the overview to include intended audience, basic description of FHIR capabilities, and existing challenges associated with quality measurement. 1. We recommend specifying the intended audience of this guide because it seems to be written for a broader audience than other, more technical guides. 2. Because this general audience may not be familiar with FHIR, we recommend adding a brief description of FHIR and its capabilities in order to orient new readers. 3. We suggest adding a paragraph that details some of the most salient current challenges and burdens involved in quality reporting. All of this would set a strong foundation for the Overview to end in a neutral statement indicating that the white paper will demonstrate that FHIR can be used to overcome the current challenges in quality reporting/measurement.
