Because this general audience may not be familiar with FHIR, we recommend adding a brief description of FHIR and its capabilities in order to orient new readers. 3. We suggest adding a paragraph that details some of the most salient current challenges and burdens involved in quality reporting. All of this would set a strong foundation for the Overview to end in a neutral statement indicating that the white paper will demonstrate that FHIR can be used to overcome the current challenges in quality reporting/measurement.
