LOINC is one of the primary terminologies that needs to be explicitly listed along with ICD, SNOMED. 

Current: CMS is currently using CQL to distribute eCQM specifications, with QDM as the data model, bound to standard terminologies including ICD, CPT, SNOMED, RxNorm, and others.
