There is no change to the Profile since it is an extensible CodeableConcept. However the guide should clarify that Payers should:

If RxNorm code is available use it to populate the CodeableConcept

If NDC Code is the only code available,

Map to RxNorm equivalent of NDC code

Place both values into the relevant code field (Extensible CodeableConcept)

It is up to each organization to determine the appropriate NDC to RxNorm mapping
