The request-relevantHistory can theoretically apply to all request resources. For CarePlan, this should be decided - does it apply in the core? Or even as an extension? Or it does not make sense, and any history can be checked e.g. with versioning or another mechanism?
This should be clarified and if the extension could apply, the extension context should be updated.
