A new $payer-match operation is required to enable a Health Plan/Payer to query another Health Plan to identify a member in which they have a shared interest.

This operation is intended as a pre-cursor to a number of other Da Vinci use cases (such as PCDE) where Health Plans wish to exchange information about an individual past, present or future member.
