Currently, the us-core-server CapabilityStatement.implementationGuide has a value like

"http://hl7.org/fhir/us/core/ImplementationGuide/hl7.fhir.us.core-3.1.0"

However, the ImplementationGuide it points at has a url of "http://hl7.org/fhir/us/core/ImplementationGuide/hl7.fhir.us.core" and a version of "3.1.0".
Therefor, per the guidance at https://www.hl7.org/fhir/references.html#canonical, I think it should have a value of http://hl7.org/fhir/us/core/ImplementationGuide/hl7.fhir.us.core|3.1.0 instead.
