Agree with adding the effectiveTime property as one of the standard SNOMED CT properties documented here:

      http://hl7.org/fhir/snomedct.html#props

This is the effectiveTime value from the RF2 concepts file (from the snapshot).

The FHIR property data type is 'dateTime'.

    Description

At present, the effectiveTime of a SNOMED CT concept is not one of the properties defined for SNOMED CT in the FHIR specification.

This property, which specifies the inclusive date at which a concept's state became its current valid state, is considered to be useful to implementers of FHIR Terminology Servers and clients by the Terminology Services Group of the SNOMED on FHIR Project.

Furthermore, some leading server implementations, notably Ontoserver and SnowStorm, already return this property, by default, in response to Code System $lookup operation requests - see http://ontoserver.csiro.au/vstool/ .
