Description
Currently, Organization has as it scope: "The Organization resource is used for collections of people that have come together to achieve an objective." This seems a bit looser than it is currently being used where Organizations are able to have the responsibility to perform activities. With a lot of my implementation work, the business analysts reject the use of Organization and just want to use Locations as both the place where activities take place as well as the entity that has responsibility.
My specific use case is a set of pharmacies with an overarching parent company:
Shoppers Drug Mart
-Shoppers Drug Mart #137
-Shoppers Drug Mart #146
-Shoppers Drug Mart #157
-etc.
With this breakdown, the parent "Shoppers Drug Mart" is an organization and has no Location that we care about (the "head office" isn't normally a place that people go to). Each of the child pharmacies is obviously a Location but is also an Organization, with respect to having authority over its dispenses.
In the Event workflow pattern, Event.performer.actor can be Organizations and not Locations (similar for the Request workflow pattern), so I think we need to reflect this in the scope and boundaries of the two resources.
