      to be clear 'bulk data' is distinct from bundling multiple patients in a single synchronous transaction and not in scope for this version of the IG.

      But agree that adding the text re a "mutually agreed upon member identification list" should be included in this IG for clarity.

    Description

      Pointing to the Da Vinci Guiding Principles: “Bulk data exchanges should be based on a mutually agreed upon (i.e., between the payer and provider) member identification list or methodology or demonstration of a validated previous relationship of the patient to the requester and responder.” Is an assumption being made that a mutually agreed upon member identification list has been generated? That should be included in this IG

      Existing Wording:

      Submit Data and Collect Data : The transaction bundle processing as defined by FHIR specification is used for transacting the body of Submit Data operation request for multiple patients in a single interaction.
