Provide additional guidance in Organization and Location scope over which can perform an event

      The Boundaries and Relationships sections of both Organization and Location will be updated with this common statement:

      As noted in the Event pattern, a Location represents where a service is performed.  An Organization may represent who performed the service.

       

      For Organization, this will be added as a new paragraph at the end of the section.

      For Location, this will be appended to the first paragraph:

      Locations and Organizations are very closely related resources and can often be mixed/matched/confused. The Location is intended to describe the more physical structures managed/operated by an organization, whereas the Organization is intended to represent the more conceptual hierarchies, such as a ward.  As noted in the Event pattern, a Location represents where a service is performed.  An Organization may represent who performed the service.

    Description

      We should make it clear in the scope of the Organization and Location resources that it is the Organization resource that represents the performer of an event versus the Location that is not a performer but the location.  This can be determined from looking at the Event pattern, but not by looking at the resource definitions themselves.  By adding some clarification to the Organization/Location resources, we can make it more understandable to spec readers on how these should be used.
