    Description

What is the rationale for using a billing unit value set based on a code set only available to NCPDP members? This would seem to present a barrier to use of the IG.

At a minimum the IG should clarify if the use of the publicly available previous version is sufficient for conforming to the IG or current code set must be used.

Similar clarification should be added anywhere an NCPDP code set is required (eg reject codes, pharmacy type)
