We believe the OrganizationAffiliation.participatingOrganization--> data element needs to be able to reference a PractitionerRole resource to allow representation of a participating provider which could range from an individual practitioner at an organization, or a practitioner at a location, or a provider organization (any combination of the three concepts: practitioner, organization, location).
