Two standard extensions will be added to Location to represent the communication modes available, and the characteristics of the location (e.g. wheelchair accessible).   These extensions will mimic the properties on HealthcareService:  HealthcareService.characteristic HealthcareService.communication   We considered adding properties similar to the patient-proficiency extension, but opted not to, as that level of information is likely not applicable for the location level.
