      To not introduce a related-Artifact slice one every element of our IG, we should remove the existing slice and add textual guidance on how to add related-Artifacts Extensions to an element.

    Description

      Request made for guidance in utilizing multiple relatedArtifact citation extensions on one Observation. One approach is to allow the existing extension to be used in components, but recent guidance from Lloyd suggests otherwise, specifically (as I understood it):

      1) keeping the extensions in one place at the Observation level (think Bibliography),

      2) giving the components element-level ids, and

      3) using internal referencing between the components and the extensions up above as needed (think citations).

      Suggest finding/including an example, as may need to add the component-referencing capability (0..* reference(any)??) to our extension, or pursue another approach.
