    Description

      We have run into challenges with regards to the Authenticator for DocumentReference being 0..1 for the many cases in DoD and VA for which documents have multiple signers and/or co-signers. Recommend 0..*.

      I see that the Compostion Attestor (which sounds like the same thing to me) is 0..*

      Definition Note:

      DocumentReference.authenticator = Which person or organization authenticates that this document is valid.; Represents a participant within the author institution who has legally *authenticated or attested *the document. Legal authentication implies that a document has been signed manually or electronically by the legal Authenticator.

      Composition.attester = A participant who has attested to the accuracy of the composition/document.; Identifies responsibility for the accuracy of the composition content.; Only list each attester once.
